Ukrainian and German Law Enforcement Dismantle Massive Crypto Investment Scam, Recovering Millions
KYIV, Ukraine — Operatives of the Cyberpolice Department and investigators of the Main Investigation Department of the National Police of Ukraine, under the procedural guidance of the Prosecutor General’s Office, have disrupted an international fraud network that defrauded European Union citizens of over €4.3 million.
The joint international operation, conducted in close cooperation with German law enforcement authorities through a Joint Investigation Team (JIT), targeted an organized criminal group operating fake call centers across Ukraine.
Scheme Mechanics
Operating under the guise of financial advisors and stockbrokers, members of the criminal organization used social engineering tactics, IP telephony, and messaging applications to target victims, primarily residing in Germany. Suspects persuaded targets to invest in cryptocurrencies, stocks, and other financial instruments via fraudulent trading platforms.
Once trust was established, the perpetrators assisted victims in opening cryptocurrency exchange accounts and transferring funds to controlled wallets. In several instances, suspects obtained direct access to victims’ online banking systems. The illicit proceeds were subsequently laundered through transient bank accounts, cryptocurrency exchanges, and intermediate wallets before being distributed among group members.
To date, law enforcement has identified 135 German victims with total documented damages exceeding €4.3 million.
Operation Results and Legal Proceedings
Following a two-phase tactical operation involving 56 searches across five regions of Ukraine (Kyiv, Vinnytsia, Zaporizhzhia, and Ivano-Frankivsk), law enforcement seized:
-
Hardware cryptocurrency wallets, SIM cards, and computer equipment;
-
Over $90,000 USD and nearly 600,000 UAH in cash;
-
Substantial documentary evidence.
Four core members of the organization, including the primary organizer, have been arrested.
Five individuals have been formally served with notices of suspicion under Part 4 of Art. 28, Part 4 of Art. 190 (Fraud), and Parts 1 and 2 of Art. 255 (Creation, leadership of, and participation in a criminal organization) of the Criminal Code of Ukraine. The charges carry a penalty of up to 12 years in prison with confiscation of property.
The court has ordered pre-trial detention without bail for four suspects, while one co-organizer has been placed under house arrest. The pre-trial investigation remains ongoing to identify further accomplices and victims.
In accordance with Article 62 of the Constitution of Ukraine, a person is presumed innocent until proven guilty in accordance with the law and established by a court verdict.
